Deflate the tire and apply some soapy water to the low spot. Re-inflate the tire (often it needs to be to the max peessure) and the tire bead should slip up in to place. Some tires require a bit of muscle to force the tire in to place. These are thick tires and can be tough to mount. Hope this helps.
