I thought I could program the keys without it on my '04 Lexus RX, I was wrong and had to order the programmer separately. TIP!! When plugging the programmer in, have the door shut and leave it shut. If you don't you will never get the long beep that indicates the key has been programmed. All the programming is a bit tricky but the instructions are pretty good.

They let cut opens my doors and turns the ignition. I was able to program both keys on my own in my driveway, but some people may need to take it to a locksmith. (Note: you have to program twice. Once for keyless entry, & once for the immobilizer chip).
