I stated to them that they either ship the item that I paid for with shipping or they should be the one's to cancel. The seller was asked for a partial refund due to the seller stating train was in excellent condition and batteries only needed charged. Seller has requested. That the old batteries be put back in train and train be returned to seller for refund of purchase price. This is not possible since seller stated at sale " NO RETURNS".
