I am not sure if its powder coat or paint. But it didn't adhere to the steel that it was sprayed on. And its flaking off in chunks. I got a $30 refund for mentioning this to the seller. FYI: If I were the seller, I would get these things fixed then charge accordingly. Other then flaking paint it works Great!!!
