In the seller's defense, due to the design of the brakes, I don't think this failure is obvious on inspection or perhaps it was on it's way out. There's a sliding nut that can be adjusted to fine-tune spring tension. The nut has two fingers that hold onto the spring. One of the fingers was broken and loose.
