Hardy Hibiscus seeds require 60 days of cold stratification (in a fridge or outdoors), followed by up to 30+ days to germinate. You haven’t had the seeds long enough for this process. These are from a viable batch, and others have had success. Please ensure full instructions are followed before leaving negative feedback.
