    FIXES SKIN TONE ISSUES! 4 OUT 5 STARS.

    This IS a water-based makeup foundation. And has great tone/coverage. I am older, in my 50's and feel this make-up shall do well on 'most folks'. IF you have acne, may do well with a good quality primer made for your skin type. Will I buy again? An emphatic YES One of the best. My top 5.
