I had trouble getting the fans fast enough to cool the card at first, but it turns out they were just running at half-speed. I recommend using the Fan Control app with the GPU-Z plugin (which can sense NVIDIA datacenter cards like my Tesla P40) and setting up a fan curve to control your fan speed relative to the GPU's temperature. Now, it works like a charm!
