When the first Setup process is done, and it asks for wifi connection, make sure you click "I do not have Internet" at the bottom left. That way you can install in the normal 'local user' mode. (This could be just a bit clearer in paragraph 5 in the instructions.) - You do the wifi connection after getting to the 'Desktop'.
