They responded back with the information I sent them! They made no effort to contact USPS. I couldn't file online since it had a tracking #, had to do it on the phone. Our local post office must have finally shaken it loose. Ebay drug their feet too about refunding my $, good thing it finally came.

However for future consideration, I would definitely recommend using a cardboard box to ship something fragile like a bulb. Thank you.
