I would also suggest making sure it wasn't delivered to a neighbor's apartment since that does happen with FEDEX on occasion.

I thought the seller had sent the wrong item. I contacted the seller and she was quick to respond. She asked for a photo and then to me to open the box, the ballast should be inside. It was. Confusion resolved. The Ballast was in it's original box, but the original box was open and the Ballast was half in and half out of its original box.
