In the end the puller did work using multiple techniques like shifting the puller jaws to a better bite location, using Map-Gas heat to heat and expand (key to success). The tool worked, still functional for other wheels, and well worth the price. It is not a high mileage professional tool, but valuable home tool for occasional DIY use.

No idea about the condition of the item obviously and they did ship it quickly but the USPS seemed bound and determined to make this a bad deal.
