    The card was actually a different one than the listing stated although I did not know this until attempting to install it as it looks very much like an R9 270X. It was an honest mistake on the part of the seller as graphics cards often look similar. After informing the seller I initiated a return, eBay issued a return label, the seller received the item and immediately sent a refund. Other than a waste of time on both of our parts the interaction was resolved without too much frustration.
