      good starter

      The rules may be a little bit outdated but you can find the updated ones on the heroclix website. This is the last starter set I believe that comes with everything you need to play.

      Certain must-have figures...

      ...are in this set. Specifically, Black Panther. If you are a Heroclix player, then you know what the Outsiders team ability does, and you know that there is no Marvel equivalent. But Black Panther has a special ability that has the same effect. He has a solid dial, and also has the "Avengers" and "martial artist" keywords, which to me are important. The other figures are solid, but Black Panther is the highlight here.
