So the phone is unusable for critical functions. The seller says they'll investigate the issue with their supplier. Shipping was slow - tracking number was created within 1 day, but it took 4 days to actually be given to the post office for shipping. The phone did appear to be new, in a sealed factory box. I returned the phone, and eBay issued a prompt refund.
