EBay and the seller promptly clarified that a second delivery would arrive with header panel. Excellent customer service. The header panel is made of thermoplastic and not metal, like the original Ford product. That was not apparent from the pre-sale description. However, it is true to the original in size and configuration and is also rustproof. The grille/trim is also thermoplastic.
