Seller is a dropshipper for amazon, and will reuse tracking numbers, among other oddities. They issued a refund after the tracking number they used was marked as delivered. Claiming it was "lost in the mail". I can't report anything to eb, as a package was delivered somewhere. Just really weird stuff with this seller. Buying from them is a gamble.
