I am using the stretcher to try to expand the arch, using a wet cloth to wrap the stretcher and moisten the leather, and alcohol spray inside the boot to treat the leather. Initial attempt was minimally successful- perhaps a quarter of an inch added, but the stretcher is up for the job. Will try again.
