I figured it out - once I got the bumper loose & could get the black trim piece off, I could get to the clips that hold the part in place. You have to reuse them or there’s nothing to hold it on.

Exact fit
Only problem is it didnt come with the specialty nuts use to secure it and I wasnt aware that the bumper needed to be removed for proper installation. I cheated and used 3M automotive double stick trim tape . Seems to be holding.
