The item was supposed to be new, but it was an open box, which was taped back and the 2 drills seemed to be used. The drills had scuff marks on the black resin cover on the top of the drills. I can not ascertain how much was it used, but the fact that the box was opened and the drills had scuff marks shows that they were definitely used. Furthermore, the seller did not respond the 2 times that I wrote to him prior to receiving the drills on 2 different questions which were left unanswered.
