  These are not liquid-filled. They are the basic plastic shell, balancing disc type of compasses. I would return them, but to be sure that they were not liquid-filled, I broke one open, voiding any possibility for return, understandably. They arrived quickly, but were packaged only in a plastic, white Amazon envelope with little protection against damage. The seller was very communicative during the shipping process. These would be ideal for little kid party favor bags.
