This is a scam - I was not the first ... They list the panel on EBAY as a 400 watt panel but ship a 100 watt which is worth about half of what you pay for a 400 watt. Then they give you a token refund and tell you to keep the panel. So they still sold the 100 watt for way more than it was worth.
eBay is getting more and more scammers... I'm sure it is tough to know if someone is a scam until after the fact - but a couple of negative reviews should suggest an action should be taken...
