  This is a scam - I was not the first ... They list the panel on EBAY as a 400 watt panel but ship a 100 watt which is worth about half of what you pay for a 400 watt. Then they give you a token refund and tell you to keep the panel. So they still sold the 100 watt for way more than it was worth. eBay is getting more and more scammers... I'm sure it is tough to know if someone is a scam until after the fact - but a couple of negative reviews should suggest an action should be taken...

  I purchased a 400 watt solar panel but received a 100 watt panel. The vendor gave me the option of returning it or getting a 15% refund. I said I expected a 27% refund and the vendor agreed. The solar panel does work.

  The item's packaging came in damaged, but the product looked to be fully functional. Told the seller that I wanted to return it because of the condition of the package and the product was something I wasn't expecting. The seller was reasonable and gave me my full refund. Highly recommended!
