  Poorly packaged/parts missing. Contacted seller. No response. Asked ebay to intervene. Ebay contacted seller. No response. Ebay ruled in my favor, issued a full refund, and closed the case. NOW the seller is contacting me to send a partial payment via paypal directly to their email. Seller HAD the chance to replace missing items/issue partial refund. NOPE. In addition to making the buyer whole, ebay rulings may also be punitive. That is, ebay can punish bad actors for poor business practices.
