Didn't hear back from seller regarding the status. Opened a case with ebay. My money was refunded. I'm giving a neutral review as I'm not sure what happened with the item at all, just that it was never received and my contacting the seller was unproductive. I did think very strongly about marking the experience as 'negative' but decided to just go with 'neutral'.

Upon receipt of the card, I noted that the card was poorly packaged. Penny sleeve was dirty with debris inside. The seller admitted that the penny sleeve was used. The back of the card was significantly scuffed and had pressure imprints. The foil was scratched. I had to pay an exorbitant amount of shipping. I corresponded with seller who offered 10% off, which was never given. Seller then disappeared
