Old toy design lackluster

It works, almost every time you push a control but sometimes it just stands there. Only the arms "move" but you have to move them. It goes only forward or turns clockwise, either or not together. If my granddaughter was not playing with it I'd return it, but she likes the noises it makes from being tied to a rope and running around with it.
