1inch spacers too tight.

I got these brackets to use for a flag holder on an atv. The clamps are a great size and do work, but the insert for the 1 inch diameter is too tight. The clamp spacer fits 3/4 - 1inch. I had a hell of a time putting it around a 1 inch diameter grab bar. I think the spacer is too thick. There should be 4 sets of spacers instead of 3.
