poor packaging

came in with slight damage.
box was NOT damaged.
first pentair did not want anything to do with the issue.
finally found someone there to look at pictures.
they said it must have shifted in the box.
they still did not accept any responsibility.
well, question is "who is responsible for packing properly so item does not shift?"
