It's just a rubber strap...
OEM Suzuki motorcycle part, it holds the tool bag in place. Could be a bit longer but it does the job....

Caveats
2 of 2 found this helpful Answer selection not broad enough. Good value? Maybe. Good quality? Ish. Recommend it? Probably. The kit is adequate for kitchen table repairs. I've already successfully used the link remover. However, there are tools included but for what, I can only guess. To make this item a really decent purchase,
IT DESPERATELY NEEDS AN INSTRUCTION SHEET/BOOKLET/MANUAL !
As needs arise, I'll have to continue to figure out the other tools on my own....
