So disappointed and ripped off

The scooter arrived weeks late and wrapped so poorly with duct tape with parts of the scooter hanging out. After much struggle in getting all of the duct tape off, the scooter was NOT NEW! The description stated it was new. It is clearly used...worn tired and worn out foot board with scratches. And the topper is that the scooter DOES NOT WORK. I charged it for 24 hours (12 hours didn’t work) and still not a single indication that the battery charged or works at all. I don’t even know what to do with it now. I feel very ripped off.
