Economical way to achieve the goal.

Flat end mill 2 flute 3.175 mm
Only 2 out of 10 have specified diameter 3.175 mm (1/8") the rest of them from 2.95 mm to 3.08 mm. Bit sharpening is very odd. No primary angle at all. Secondary angle 45 deg. - like a chisel.
Most likely will break very quickly.

Good quality, but not complete
There is missing marking for unlock collet position
