I will make it work but not what I expected.
Headlamp housing was missing a mounting tab. Could not tell from the pictures because the side with the missing tab was not shown. Also the rear bulb cover was missing.

slightly mis-made bulb ends make then non-compatible.
I bought these for an automotive trouble light. Same number as the bulb I took out. The pins on the ends were too far apart to fit the plastic mount for the bulb, I even tried to modify the plastic mounting, The difference between the original and the replacement were very slight, but enough that they did not work.
