Incomplete by design.
Be VERY careful if you're ordering this to replace a part in your own toilet. Firstly, by design this replacement part doesn't replace the WHOLE part. It doesn't have the female end to attach it to the water supply. It also doesn't have a tiny little plastic spacer it calls the "flow regulator" that may be easily missed and/or dropped from the old piece.
