Definitely complete, everything needed to do complete maintain engine maintenance.
Though complete, spark plugs and fuel filter were loose in the box. Last time I bought kit, fuel filter was in plastic bag, sparkplugs in smaller boxes---all better protected for shipping.

Parts fit great. Packaging broken, parts coming out of box.
Tighter wrap on parts, paper wrap would have secured parts in box better, not allowing them to move in box. Luckily, parts arrived undamaged, could have been worse if jostled a little more.
