Can’t install OS to laptop

Tried to install the OS disc to the laptop and there is nothing on the laptop to install it too. Kinda annoyed that I spent what I did for it and then had to buy a charger (was not told it didn’t come with one) and it doesn’t work and will just sit here collecting dust.
