They work perfectly. Might need to power straight from the battery...

I thought they were broken but I figure that if I power from the battery then it would work. I realized that the factory relays on the Mitsubishi Eclipse are protecting the voltage/amps not sure to go through the current thus making the ballast fail. I made a harness adding the relay which triggers from the original light socket and gets actually powered from the battery then it worked fine.
