It warms the top layer of water beneath it. I have a little wading pool and it didn't do much for the water 2' down. Quite difficult to get the inflation right, doesn't seem it should be that hard, but I eventually got it right.

Great moisture for dry skin around eyes

I've only been using this product for two weeks so I don't know it's reparative qualities, but it moisturizers the skin under my eyes better than anything else I've used and the effects last quite a while. Very little product is required so I expect it to last quite some time.
