You will have to buy bolts
I read some other reviews that stated the bolts to hold the wheel onto the holder were too short. This happened to be true for me also. The bolts are about an inch too short. Also, the bolts that hold on the hinge-side were easily damaged and wouldn't work when I went to install it, so I had to purchase some bolts for that too. There were no instructions showing how to install it or stating that you needed to drill holes in your door. The construction of it seems sturdy enough but it shakes when I close my door. I have a 1975 Ford E100 and it does not obstruct the license plate. I am not sure about other models in the Ford Econoline family though.
I think it would have been better if they made some instructions with it and provided longer and better quality bolts
