Doesn't work with wood based litter

I bought a lot of pine litter and even though it's clumping it just clogs up the grate and won't go through unless I shake it really hard and make a mess. I tried putting it in a garbage bag to clean it off but it hardly rubs off and brushing it is more messy than scooping regular pans with a scoop.
