Doesn't work

I have tried everyway I know how to get this tag to sync with my cell and it won't. I've even got my grandson who is tech savvy to try it and he can't even get it to work!!! The last one I bought on Ebay, I had no problem with.... With this one, I even put a new battery and still nothing. This wasn't new as was advertised as the face was scratched up
