my mistake after a research on the internet, sorry
Tire said 26 3/8, bad tire said 26 3/8 as a kid I changed bike tires The tire is not the right one. Very frustrating.
I retract this review and had learned the bike is a 26 3/8 but has a special size of 579 bead rim dia. which makes standard 26 3/8 tires to snug to fit and certainly not the seller's fault.
