Decent, you can at least put in good high capacity cells to run a bike light.
USB is for charging external devices only, no cell-mid connection so it will not keep the cells balanced so I'd recommend taking the cells out of the case and charging them individually in a wall charger like what is sold as the "mi-box" lithium cell charger. Overall quality is decent, could do with out the big knob at the top, would be nice if it were smaller. Cells are held tightly inside between the springs. It does fit the larger diameter, higher capacity cells like the Panasonic NCR18650B which are 0.2mm or so larger in diameter than other lower capacity cells.
