You get what you pay for...
Product was damaged on arrival. It had been dropped though the Box and Styro packaging was intact indicating that it was dropped and then packaged and shipped anyway. I disassembled the unit and straightened both the case and the index ring to the point that it functions. The dial knob also had to be reset properly to sync (somewhat) with the index ring. I also checked all wiring and solder joints for continuity before plugging it in the 1st time.
It isn't terribly accurate. The indexed ring, when measured with a Fluke DMM was anywhere between 5-20 VAC off and the ungraduated meter, while closer, still didn't match the DMM readings. But, once set, it ran with little voltage variation for 1+ hrs.
While I would not recommend it for constant or commercial use, or use it without using a DMM to set the voltage, given it's price, it is suitable for occasional use. I will be using it for musical amp repair.
