Unsafe!
2 of 5 found this helpful As received and best stored the straps are buckled. However, the buckles on all three PFD's I received are so difficult to unfasten that one needs pliers to do so. So in an emergency a user is unlikely to ever don the PFD! Very dangerous, especially considering that Type I is approved for commercial use such as ferries.
