Better value than Citadel Paints / GW Grey Seer usable with contrast paints
It's a primer. It makes paint stick to it. Also pretty easy to remove with simple green. It is also a great cheaper version of Citadel Paint's Grey Seer.
Pro: cheaper, easier to put on a pallet, can be watered down but you can also get away with not doing so without ruining details.
Con (minor): Not quite as absorbent with GW's contrast space wolves line as grey seer, which means you need to use a couple more coats to get the job done but that's not a deal breaker for me, especially with how much cheaper & easier it is to use than grey seer.

Looks good but a pain to build and paint compared to the other dreads.
Out of all the space marine dreadnoughts I have to say this one is the most annoying to assemble & paint. It features a number of movable parts that you will probably want to just glue in place. It also does not have the adaptability of the other dreadnoughts as far as swapping weapon options goes. Like most of the GW models 8the ed and beyond this is due to GW intentionally only providing one component that is critical to creating & swapping weapons.
