Low flow and pressure

The information said it would pump 14 gpm at 40 psi I need 10 gpm for my sprinkler system to work When I turned on my sprinkler system, the pump would run but only produced 20 psi at 10 gpm and my sprinkler system would not work. The pressure would not even push the heads up. Had to purchase another 3/4 hp pump to make sprinkler system work.
