Everything was as advertised. Reason for the 4 stars is I have not tried it yet and I am not aware of the material type.

Urethane VS Original Rubber Tires
The urethane tires (Poly) are harder to install than the original rubber belts. The rubber tires (belts) will stretch and can be put on easily with the wheels still attached to the band saw. I had to remove both wheels from the saw in order to install the tires. If you follow the instructions that comes with the Poly tires, clamp the wheels down on a work bench, heat the tires per instructions, and use the tool that is supplied, the poly tires work great. They just take more of an effort to install. I have no idea concerning reliability.
